2013–14 ACCOUNTABILITY REPORT | 5 Levy Rate Comparison e graph below shows a comparison of tax rates between local school districts. Battle Ground tax rates per $1,000 of assessed home value are comparable to surrounding school districts with a 2014 rate $4.9935. is rate is the combination of the low bond debt rate of $0.8531 per $1,000 and new levy rate of $4.1404 per $1,000. e current levy rate increased from the previous 2010 levy due to inflation, cuts in state funding, and projected enrollment growth. Funding Basic Education e State Supreme Court recently ruled the state is not meeting its constitutional obligation to adequately fund K-12 schools. Under the current definition of "basic education," many student programs and services are not covered by state funding and must use a combination of levy, federal, and grant dollars to stay in operation. ese programs include: ■ Smaller class sizes ■ Student support services – drug and alcohol prevention ■ Sports ■ Extra-curricular programs ■ Advanced placement courses ■ Transportation (partially funded) ■ Student safety Funding Basic Education e State Supreme Court recently ruled the state is not meeting its constitutional obligation to adequately fund K-12 schools.
